Del Mar HOA

A homeowner’s association (HOA) in Del Mar California was concerned about increasing water bills. The water bills varied in amounts, so no predictable pattern was evident. The water authority could not provide any information other than gallons used. The landscape and maintenance provider could only provide their watering schedules, which they had not changed.
